Parkinson Lee Executive Search, part of the Elevation recruitment group, are the retained recruitment partner to South Yorkshire Police in the appointment of a Director of Resources.

Covering Barnsley, Doncaster, Rotherham and Sheffield, South Yorkshire Police are the 13th largest police force within the UK. An opportunity now exists for a Director of Resources. The role reports directly into the Chief Constable and sits within his Senior Command collective leadership team. This critical senior leadership role drives the performance and strategy in five enabling departments, to deliver an effective and efficient customer-focused service to a growing staff base of circa 5,200.

In this pivotal role you will develop SYP’s long-term sustainable approach to the delivery of Commercial Services ensuring value for money, with a portfolio including: Corporate Finance, Regional Procurement, People & Organisational Development alongside Estates and Vehicle Fleet Management, jointly delivered with the Fire Service.

As Director of Resources, key duties & responsibilities include:
• Ensuring timely financial planning, controls and systems are in place to underpin Force resources
• Work closely with the Office of the Police & Crime Commissioner to fulfil statutory duties
• Leading the Corporate Resourcing Functions to ensure provision of effective service, adhering to relevant standards and regulatory compliance, establishing a clear performance framework to monitor impact
• Ensure compliance with all formal requirements of the Force’s regulated financial management and activities, including accountability for financial risk
• Contributing to the Senior Command Team’s overall strategic and operational planning, ensuring effectiveness in supporting the Force’s goals
• Develop and execute an overarching commercial services strategy, identifying opportunities for collaboration, growth and efficiency

This role is as much about your personal leadership qualities as it is about technical knowledge, however as a CCAB or CIMA qualified Accountant and section 151 officer, you will work across SYP to provide high quality management information and be personally responsible for meeting force professional and performance financial standards.

• Leading multidisciplinary teams in a complex environment
• Delivering large-scale change management and business transformation projects
• Strong commercial understanding with experience of managing entire budgets at a senior organisation level
• Supporting, coaching and influencing your team, senior colleagues and peers
• Effective change leadership, planning and negotiation skills
• Excellent communication, influencing and relationship management skills
• Able to communicate a compelling vision to key stakeholders internally and externally to achieve operational outcomes
• Business acumen from creating a commercial environment where the management of cost and customer satisfaction is paramount
• Proven ability to manage a challenging workload and plan for the future
• Previous experience of leading professional staff and optimising performance
